The Phoenix suburb of Surprise is among the most affordable United States cities for home purchases in 2025, according to data from WalletHub.
The finance company ranked cities based on the median housing price compared to the median household income, as well as other key metrics including maintenance affordability, the cost of homeowner’s insurance, cost of living, cost per square foot, real estate tax rates, rent-to-price-ratio, median home-price appreciation, active listings per capita and vacancy rate.
Surprise ranked as the fourth-most affordable city in the country in the first quarter of 2025. It also ranked as the second-most affordable among small cities, meaning those with populations under 150,000.
Several other Phoenix-area cities ranked among the most affordable in the country, including Yuma, Mesa, Gilbert and Peoria.
