The 21st Century ROAD to Housing Act just became your next 90 days of content. Here’s your Claude playbook.

by Marki Lemons-Ryhal

On July 11, the 21st Century ROAD to Housing Act became federal law, after previously clearing the Senate 85-5 and the House 358-32 (National League of Cities). Most agents will read the headline and scroll past it. The agents who build a marketing system around it will own next quarter’s leads.

Why this matters to your GCI

My content strategy runs on one formula: Roughly every 1,066 words of published content correlates to $100,000 in GCI potential, because content compounds visibility the way listings compound referrals. A comprehensive federal housing law with more than 45 provisions (CBS News) is sitting in your inbox as raw content right now. The agent who mines it first becomes the local authority. Authority converts to appointments.

Your raw material: What’s actually in the bill

Three provisions give you the most usable content. Institutional investors owning 350 or more single-family homes can no longer buy additional new-construction homes, with a seven-year build-to-rent exemption (Bipartisan Policy Center), a direct talking point for buyers tired of losing to cash offers. A new $200 million annual Innovation Fund grants money to cities that pre-approve designs for ADUs, duplexes and townhomes (Bipartisan Policy Center), which is local-market content for agents working infill or densifying neighborhoods. HOME program income limits also rise to 100%of the area median family income, widening who qualifies for down payment support (National League of Cities).

Build your source file before you prompt

Claude is only as accurate as what you feed it. Before you write a single post, pull three primary resources: the bill text at Congress.gov (H.R. 6644), the Bipartisan Policy Center’s plain-language explainer and the National League of Cities’ local-impact summary. Paste all three into a Claude Project labeled “ROAD to Housing Act” so that every prompt you run afterward pulls from verified language, rather than guesswork. Then ask Claude to translate the source file into an at-a-glance one-pager you can hand over to a client before your first sentence of explanation.

Turn one law into a full content calendar

With your source file loaded, run this prompt: “Using only the attached documents, write five LinkedIn posts, one buyer email, one seller email and a 60-second video script explaining how the 21st Century ROAD to Housing Act affects [your market]. Cite the specific provision in each piece, and flag anything that needs lender or attorney confirmation.” One law, one prompt, a month of content instead of a blank cursor.

Collaborate to multiply your reach

This bill touches lenders directly. The CFPB is now studying loan originator compensation on mortgages of $100,000 or less (National League of Cities), and manufactured homes just lost their permanent chassis requirement (Bipartisan Policy Center). Both are natural co-marketing hooks. Ask Claude to draft a joint outreach email and a short webinar outline that you can send to your preferred loan officer or title rep, and then propose a 20-minute co-hosted client session. Shared content means shared audiences, and shared audiences mean warmer referrals for both of you.

Do this before your next showing:

  • Open a Claude Project and paste in the Congress.gov bill text, the BPC explainer and the NLC summary as source files.
  • Run the five-post content prompt above and schedule the output across the next two weeks.
  • Ask Claude to draft a co-branded outreach email to one lender or title partner proposing a joint webinar on the new law.
  • Build a one-page buyer FAQ on the institutional investor restriction (350-plus homes, new-construction only, seven-year build-to-rent exemption), and attach it to every buyer consultation packet.
  • Save every prompt and output in your Project folder so you can update the content as HUD issues implementation rules over the next 12 to 24 months (National League of Cities).
  • Productivity hack: Ask Claude to repurpose your best-performing post from this batch into three formats — a carousel outline, an email subject line test and a script for a 30-second Reel — so one hour of prompting becomes a week of scheduled content.
  • Activity creates income. Content creates leverage. Use all three before your competition reads the headline twice.
